Support builds to put APC funding on solid ground

It may have taken 14 years, but Area Plan Director Cheryl Trisler is thrilled at the prospect that support is building for the Area Plan Commission funding to be put back on the county's General Fund.
At the Aug. 5 county budget workshop, it was clear that members of the County Council are definitely considering the measure.
Up until 14 years ago, the APC received funding from the county's General Fund. Then, it apparently became a victim of its own success. During the "boom years" of 2003 through 2006, the agency collected an average of $129,000 a year from fees charged for various permits.
Apparently, officials at that time thought the APC made enough from its services to be self-funded and took the agency's funding out of the General Fund.
Perhaps that situation would have worked out if the economy and building boom had lasted. But that was not the case. Revenues at the Area Plan went on a steady decline. By 2010, just $77,011 was collected. Last year, revenue was up to $90,469 but still short of the approximate $150,000 needed to operate.
That put Trisler in the unenviable position of having to go to county officials and even the North Vernon City Council to get funding to keep her doors open. Trisler recalls how she was always "on pins and needles" not knowing from month to month whether the APC would be funded.
Trisler says if the APC is put back on the General Fund, she will feel that it is finally "a first class citizen" and given the respect the agency deserves as it strives to uphold the zoning ordinance first enacted 40 years ago.
According to Howard Malcomb, vice president of the County Council, there seemed to be support for funding the APC out of the General Fund when the council met to work on their budget earlier this month.
However, he cautioned no vote was taken on the measure and that the county budget "is not settled at this point" and it is very likely "more cuts will have to be made" to the entire budget.
However, Malcomb did say he supports the APC. "I want to do it," he said of moving their funding back to the General Fund.
"I will try and make it happen."
He will have the support of fellow councilor Dave Woodall, who called the move "a no brainer."
"If you're going to have an APC, do it right. Put the APC back into the General Fund," said the man who says he is leading the drive to get the APC on solid financial footing.

God I miss Cheryl Trisler.....

Area plan is out of bounds, now set to hear wether or not to allow my building permit to be renewed July 2, 2018.
Might know me from my front page protest to stop burning garbage in csl and around the county or Maybe heard me on the radio talking up my proposal to Jennings county commissioners, only to have the president to say , Mr Loshure what are people gonna do if they Can't Burn Their Trash, yes the president said this had us followed home to my street by 4 marked state and local sheriff cars. Had shots fired so we fled.
Now my house is under attact , they are trying to tear it down!
Yes it's the "castle of csl" fully permitted by county and csl today are breaking protocol.
Csl is suppose to have a building committee, but the csl MGMT is keeping$ and putting it on to Jennings county area plan .
From what I learned from Jennings county building codes and csl by laws rules Covents and regulations there is no time limit to build your house, well the Jennings county will vote June 2 to decide wether or not to stop my 50+$ dollar construction, I've long fought to stop burning garbage 15+ years after the commissioners closed Jennings county land fill and stopped all county trash pickup . My view is if the county can't stop or won't stop my neighbors from burning garbage how can I build if I can't breath, I've never had a complaint about my castle house , everyone seems to love it, well kept made great progress last year putting on a roof and foor, full working bathroom. Next year this year, csl filed a complaint to area plan that it's not finished but they won't reissue a permit causing the problem. The property is neat , in order and just had the lawn mowed and leaves raked. It's not abandoned, neglected, in disrepair, as stated for a tear down to be issued. Btw heard it would cost 250k to take it down and remove footers. I used the strongest concrete man makes and packed the walls with concrete and steel, this new mgr Mary was such a fake, acted like I'll stop trash fires just let me know , she didn't, said I gave you three years , she didn't, renewal of my call permit 1 year.
There are no time limits either county or in csl as how long a person can build there house as long as it's not abandoned neglected or in disrepair which it clearly isn't.
This MGMT that csl hired is also against the csl rules like not having a building committee and now putting it off on Jennings county.
So this July 2 , 2018 meeting of the Jennings county area plan board is costing the county$ time and is out of bounds taking private property up in this regard.
The county atty Brad advised the new green mgr Maria to be the tool and do what the csl and atty say not following the set regulations set forth in the building codes for Jennings county Indiana. Notable my 2188 Gillyton court , house permit has never failed one inspection, passed every one.
So do you think is legal for the county area plan to take up csl business with it's private property?
If they get there way my 50k $ investment will be torn down by a few people that are not following code.
A sad day for home owners , put your life's work ,$ just to be taken away by a government that's ruling by opinion, not facts!

Will happily sign a local lawyer, getting one from out of town , if they do have me tear this house down I seek a lawsuit in my future against this county.
Pray wiser people are in charge of Jennings county area plan
Miss Cheryl Trisler, she knew the codes, Maria & Mary Csl clearly doesn't, Cheryl supported me a the way in spite of csl for years , sat beside me trying to stop burning garbage that not only stopping my construction but sent my wife to the er over 500 times before we left state, but I still keep up 2188 , well maintained awaiting the day I can breathe to build in csl
