Jail inspector Kenny Whipker, a former Bartholomew County Sheriff, minced no words in discussing why the county needs a new jail. "This is one of the jails I lose sleep over," he said, referring to the local jail's condition and overcrowding. The issue is, he said, if the county deliberately fails to correct the problems at the jail, "You'll be sued," just as several other counties in the state have been. Whipker gave his remarks at the special meeting called last month to discuss why a new jail is needed.
