Reservoir bids in the ballpark with local company expected to get job
Bids for North Vernon's new reservoir were opened at the Utility Service Board Monday night to the relief of at least one key person-engineer Richard Morin.

"I feel pretty good," he said Tuesday afternoon. "Bids came in reasonably where we expected."

While the lowest bid was more than the engineer's estimate of $295,000, it came in below the construction budget of $3.5 million. Two of the bids were a scant $11,693 apart, which Morin said was a good sign "that they (the bidders) understand the project."

Bidding on the work were:

C & H/M Excavating, Inc. out of Milan: $4,004,426;

Dave O'Mara Contractor, Inc, North Vernon: $3,376,573;

Layne Heavy Civil, Inc., Orleans: $4,569,281; and

Mitchell & Stark Construction Co., Medora: $3,388,266.

The Utilities Service Board scheduled a special meeting Wednesday, July 20 at 6 p.m. to award the bid. Since O'Mara was the lowest bidder, it is expected the local company will get the work. Ironically, its closest competitor, Mitchell & Stark, was awarded the $4.26 million job at the wastewater plant last year which O'Mara also bid on.

County in real estate quandry

The Jennings County commissioners' plan to purchase a building to house the county's Purdue Cooperative Extension Service offices has run into a snag - a $15,000 snag.

"I'm at wit's end trying to think what we can do," said Commissioner Matt Sporleder (R-District 3). "This is a tough situation."

The problem is that the building the county wants to purchase appraised lower than the price the current owner will sell it. The property is located at 203 N. State St. at the northwest corner of Poplar Street, in North Vernon. It includes the Commerce Square Building, which formerly housed the Cardinal Insurance and Alpha Insurance agencies, and parking lots in front and back.

Three months ago, the owner, Larry Sporleder, agreed to county's offer of $250,000 for the property. The owner is the third cousin of Matt Sporleder.

By state law, the county can pay no more than the average of two appraisals made by independent out-of-county firms. Those appraisals came in last month at $225,000 and $195,000, an average of $210,000.
